Duterte's security given donated vaccines? There's still process — FDA chief

Food and Drug Administration (FDA) reiterated that the
government should have followed their process in administering the donated
Chinese COVID-19 vaccine to soldiers.
FDA Director-General Eric Domingo, accordingly, explained
that if this was done, they could have issued a “special permit” for Sinopharm
first.
"Halimbawa, mayroon talagang pangangailangan, there’s a
situation where you need access to investigational products, you can ask for
compassionate special permit," Domingo said.
He also added that this would give them a chance to “check
the source, kung sino ang mag-iimport and we can monitor to whom they are given
to and kung ano ang magiging outcome ng paggamit,” earlier on.
