PAOCC confirms fugitive Alice Guo fled from PH on July

The Presidential Anti-Organized Crime Commission (PAOCC) has gathered foreign immigration records verifying dismissed Bamban Mayor Alice Guo or Guo Hua Ping, last August 19.

PAOCC spokesperson Winston Casio issued the statement after authenticating reports of Guo’s alleged departure, earlier revealed by Senator Risa Hontiveros.
“Confirmed that Alice Leal Guo is out of the country based on our foreign counterparts’ immigration records,” Casio said.
According to Casio, Guo arrived in Kuala Lumpur, Malaysia from Denpasar, Indonesia via Batik Air 177 last July 18.
On July 21, Guo arrived in Singapore from Kuala Lumpur via Jetstar Asia 686.
Casio added that Guo arrived in Batham, Indonesia from Singapore via ferry boat on August 18.
The Bureau of Immigration (BI) revealed that they received intelligence information “from very reliable sources” that Guo left the Philippines illegally without passing through the Philippine immigration authorities.
BI Commissioner Norman Tansingco said Guo “illegally traveled to Malaysia as early as July.”
“We received intelligence information from our counterparts abroad that Guo illegally left for Malaysia then flew to Singapore,” Tansingco said on August 19.
Tansingco added that Guo purportedly flew to Singapore with her sister, Shiela Leal Guo, and her brother, Wesley Leal Guo last July 21.
Tansingco issued the statement after his arrival back to the Philippines from an ASEAN meeting of immigration heads in Vietnam.
While Guo’s name is under the Department of Justice-issued immigration lookout bulletin (ILBO), Tansingco said her supposed departure is not recorded in the BI’s system and centralized database.
“The BI has presence at all regular international ports of entry and exit like international airports and seaports, whereas informal exit points are managed and monitored by other aviation or maritime agencies,” Tansingco said.
Tansingco also revealed that BI has so far “not received any turnover or reports related to Guo from other agencies, including those manning the country’s maritime borders.”
During the Senate plenary session on Monday, Hontiveros said Guo, who is also allegedly the Chinese citizen Guo Hua Ping, had left the country on July 18.
According to Hontiveros, Guo has used her Philippine passport to exit the country.
Hontiveros also questioned the BI since the agency promised that it would not allow Guo to leave the country.
She added that the issue would be a big slap to the country’s laws, procedures, and policies if not properly addressed.
