DepEd allocates P100 million for bullying programs in PH schools

In its efforts to improve the learning environment in Philippine schools, the Department of Education (DepEd) has allocated at least P100 million to fund its Kaagapay program on bullying prevention.

Education Secretary Sonny Angara on Jan. 12 affirmed the cooperation between families and schools in values formation and learner support.

“Kapag magkakasama ang pamilya at paaralan sa paghubog ng asal at pag-unawa sa pinagdadaanan ng anak, mas napapangalagaan ang learners at mas gumagaan ang trabaho ng mga guro,” Angara said in a statement.

Undersecretary Fatima Panontongan previously issued DepEd Memorandum No. 2 on Jan. 9, which cited the implementing guidelines of the Kaagapay program.

“The program supports parents, guardians and caregivers of public school learners in strengthening home-based learning and complementing classroom instruction, encouraging positive discipline and promoting safe, nurturing and inclusive learning environments,” Panontongan said.

According to the DepEd, the P100 million allocation is intended for parent engagement sessions and advocacy campaigns to translate school policies into practical activities within the family.

Schools can conduct the program through face-to-face, modular, and asynchronous delivery modes.

The program is open to all parents and caregivers of public elementary and secondary school students to ensure representation of different family types and income levels. 

DepEd assured that participation is voluntary while it ensured it has protections for privacy and avoidance of stigma under the program.

The agency further said that the Kaagapay program is currently underway, with coordination and engagement activities continuing throughout the school year 2025–2026 through the school division offices.
