DepEd launches expanded career progression system to boost teacher growth

The Department of Education (DepEd) has rolled out the Expanded Career Progression (ECP) System, a reform designed to give public school teachers clearer and merit-based promotion pathways.

Public school teachers can now move up the ranks without waiting for vacant posts as the ECP system introduces new teaching levels and a reclassification-based promotion process.

“Matagal nang hinaing ng ating mga guro ang limitadong pagkakataon para umangat. Ngayon, hindi na kailangang maghintay ng bakanteng posisyon. Kapag natugunan ang pamantayan at naipakita ang husay, maaari nang umusad sa karera,” he said.

DepEd introduces additional positions of Teacher IV to VII and Master Teacher V while it also unveils two career tracks pr Classroom Teaching for educators who wish to stay in instruction and School Administration for those preparing to lead.

Promotions will be based on qualifications and demonstrated competencies, removing the need for teachers to compete for limited vacancies.

The ECP system is also anchored on the Philippine Professional Standards for Teachers (PPST) and School Heads (PPSSH), emphasizing teaching quality and leadership competence as the basis for advancement rather than credentials alone.

“Layunin nating panatilihin ang pinakamagagaling na guro sa loob ng silid-aralan. Kapag mataas ang morale at motibasyon ng guro, mas mataas din ang kalidad ng edukasyon para sa mga kabataan,” Angara added

A three-year transition period will run from February 2025 to February 2028 wherein vacant Head Teacher and Assistant Principal positions will be converted to Teacher I items 90 days after the order’s issuance.

Meanwhile, unfilled Teacher I to III and Master Teacher I to IV posts will be filled within one year.

Teachers currently holding head teacher or assistant school principal titles may opt to retain their designations or be reclassified to equivalent posts without losing salary or step increments.

Head teachers and assistant school principals will also remain eligible for promotion to principal positions without first passing through Master Teacher I, either by reclassification or through natural vacancy.

DepEd will further expand professional development initiatives through the National Educators Academy of the Philippines (NEAP) alongside the new career structure.

Training will focus on teachers preparing for leadership roles, while those within five years of retirement will be prioritized for promotion or reclassification.

The launch of the ECP coincides with the National Teachers’ Month celebration and supports President Ferdinand Marcos Jr.’s call to uplift and professionalize the teaching workforce.

“Kasabay ng bagong career progression, tinutukan din natin ang professional development ng guro. Lahat ng ito ay bahagi ng mas malawak na reporma para gawing mas kaaya-aya ang propesyon sa ating kaguruan,” Angara added.
