Nearly half of PH voter population concentrated in 15 major provinces

Only 15 out of the 82 provinces in the Philippines will account for at least 45 percent of the country’s total 68 million registered voters in the 2025 national and local elections, based on official data released by the Commission on Elections (Comelec).

According to the data from Comelec, Cebu remains the most vote-rich province in the country and the only province to reach over three million voters, with 3,407,780 registered voters.

Similar to the national trend, Cebu’s registered electorate increased by 3.6% from 3,288,778 voters in the 2022 national elections.

Following Cebu are five more major provinces, four from Luzon and one from Visayas, that recorded over two million voters, namely:

Cavite – 2,447,362 voters

Bulacan – 2,173,026 voters

Pangasinan – 2,156,306 voters

Laguna – 2,140,124 voters

Negros Occidental – 2,001,732 voters

Meanwhile, the remaining nine vote-rich provinces that surpassed the one-million voter mark are:

Batangas – 1,958,794 voters

Pampanga – 1,674,789 voters

Rizal – 1,671,643 voters

Iloilo – 1,649,730 voters

Nueva Ecija – 1,620,166 voters

Quezon – 1,496,186 voters

Leyte – 1,401,054 voters

Camarines Sur – 1,344,062 voters  

Isabela – 1,125,541 voters

According to Comelec, Quezon City continues to lead the most vote-rich cities nationwide with 1,454,411 registered voters, just above Manila with 1,142,174 registered voters and Davao City with 1,006,592 voters.

Caloocan and Cebu City follow, with 765,249 and 721,479 registered voters, respectively.

Moreover, Region 4-A (CALABARZON) emerged as the country’s most vote-rich region, with 9.7 million registered voters, representing around 14.2 percent of the national total.

This reflects a 5.6 percent increase in registered voters from the Southern Tagalog region in comparison to their recorded numbers in 2022.

Close behind are Region 3 (Central Luzon) with 7.7 million voters, the National Capital Region with 7.56 million voters, Region 7 (Central Visayas) with 4.40 million voters, and Region 5 (Bicol) completing the top five with 4.05 million voters.
