NBI probes alleged falsified land titles in complaint vs Roque

The National Bureau of Investigation (NBI) receives a complaint from fifteen to twenty farmers against former presidential spokesperson Harry Roque and other personalities linked to Philippine Offshore Gaming Operations (PGOG) over alleged falsification of land titles linked to agrarian reform lands. 

The farmers went to the NBI-National Capital Region office to execute sworn statements and submit documents supporting their allegations. 

The complaints said parcels of land covered by Certificates of Land Ownership Award were transferred to a private corporation. 

They alleged that the transfer was processed without the required clearance from the Department of Agrarian Reform. (DAR) 

The NBI said initial findings indicated possible falsification of documents in the processing and transfer of the land titles. 

“Preliminary information further indicates possible falsification of documents in the processing and transfer of the land titles, raising serious concerns over the legality and validity of the transactions,” NBI said. 

Authorities said the alleged irregularities prompted a case build-up to verify the authenticity of the documents and determine possible criminal liability. 

NBI spokesperson Palmer Mallari said investigators were coordinating with the Department of Agrarian Reform and the Registry of Deeds to gather official records. 

The farmers maintained that the lands were intended for agrarian reform beneficiaries but were instead transferred to a corporation allegedly linked to Philippine Offshore Gaming Operations. (POGO) 

Roque, who is reportedly in Austria, has yet to issue a statement on the allegations. 

He is facing a separate case of the qualified human trafficking linked to the Lucky South 99, a POGO firm. 

The case underscores ongoing concerns over document integrity in land transactions under the Comprehensive Agrarian Reform Program, which governs the distribution of land to farmer-beneficiaries.
