Naga City launches annual LGBTQIA+ commitment ceremony, offering symbolic inclusivity

Naga City approved an ordinance institutionalizing an annual commitment ceremony for LGBTQIA+ couples without granting legal marital status.

The ordinance, on Wednesday, passed by the Sangguniang Panlungsod and authored by Councilor Gilda Gayle Abonal-Gomez, establishes a city-backed ceremony that acknowledges the commitment of consenting adults regardless of their sexual orientation, gender identity and expression, and sex characteristics (SOGIESC).

City officials clarified that the ceremony is purely symbolic and does not grant legal marital status, rights, or obligations under the Family Code.

The inaugural ceremony is scheduled for June 2026 during Pride Month, while succeeding ceremonies will be held annually every February. 

The measure also includes an anti-discrimination provision, prohibiting prejudice against individuals who choose to participate or not participate in the ceremony. 

City officials and employees found violating the provision may face administrative sanctions under Civil Service rules.

While the ordinance stops short of recognizing same-sex unions under law, it formally acknowledges LGBTQIA+ relationships at the community level, reflecting Naga City’s continuous efforts to promote inclusivity and equality.

The Gender and Development (GAD) Office will lead implementation and maintain a confidential registry of participants.

Naga City now joins Quezon City as the only cities in the country to have implemented the ordinance. Quezon City first established such ceremonies in 2020 and 2024.
