Palace: Marcos impeachment endorser linked to contractors flagged by ICI

The filing of the first impeachment complaint against President Ferdinand Marcos Jr. draws scrutiny, as the lawmaker endorsing the complaint is linked to a contractor named in an independent probe.

Malacañang says the party-list lawmaker who endorses the impeachment complaint is among those identified by the Independent Commission for Infrastructure (ICI) as being linked to contractors that secured government-funded projects.

Palace Press Officer Claire Castro says she cannot speak on the motives of Pusong Pinoy Party-list Rep. Jernie Jett Nisay, yet the party-list group is among those linked to flagged contractors.

“Ang alam lang natin sa ngayon, ang party-list na nag-endorse ay isa sa walong contractors na nabanggit ng ICI,” Castro says.

Nisay, a representative of Pusong Pinoy Partylist since 2022, is connected to JVN Construction and Trading, which allegedly received three infrastructure contracts between 2021 and 2022 totaling more than P73 million.

The impeachment complaint was filed on January 19 and formally transmitted to the Office of the House Secretary General, with Nisay listed as the endorser.

The complaint accuses Marcos of multiple constitutional violations, including alleged involvement in budget insertions and benefiting from kickbacks tied to flood control projects.

Manila Rep. Joel R. Chua, chair of the House Committee on Good Government and Public Accountability, says the House will handle the complaint strictly under constitutional and procedural rules.

“As with any impeachment complaint, the House of Representatives will accord it the initial consideration required under the Constitution and our Rules,” Chua says.

Chua adds that impeachment carries a “grave responsibility” and must be based on clear constitutional violations rather than political grievances.

The complaint marks the first impeachment case filed against Marcos since he assumed office in 2022.
