Customs flags couple-contractor Discayas’ high-end cars, artwork haul

The Bureau of Customs (BOC) is set to investigate the tax duties of luxury items, including the reported 40 high-end cars flaunted by flood project contractors Cezarah Rowena “Sarah” Discaya and Pacifico “Curlee” Discaya.

BOC Assistant Commissioner and spokesperson Vincent Philip Maronilla said in an ANC interview on August 25 that the probe will first examine details such as the items’ certificates of payment and compare them with bureau records.

“As far as the Bureau of Customs is concerned, we will look into whether these vehicles were declared properly … if they paid the right taxes. We’re also looking into their companies, if they are accredited brokers,” Maronilla said.

The BOC said they shall also look into the process of importation of the luxury haul of the Discayas. 

“Also, [we will look into] the sources of these cars and the manner by which these were imported … if declarations were correct, we just provide this information with the BIR to do their audit,” the spokesperson explained.

“There is a reason for us to inquire into the correctness of … compliance into the importation of these vehicles whether Customs rules were applied correctly,” he added.

Maronilla noted that the Discayas’ 40-car collection is “one of the first” the bureau has encountered, calling it a “red flag” that warrants investigation.

“I think it’s one of the first we’ve encountered. This many cars being flaunted or claimed to be owned by one family, it’s a red flag,” he said.

The spokesperson clarified that the probe is only preliminary, but if wrongful declarations are found, the BOC will proceed with a full investigation.

“We’re still at the stage of identifying and verifying with other government agencies the vehicles that were flaunted in that particular online video,” Maronilla emphasized.

In another television interview on August 25, BOC Commissioner Ariel Nepomuceno confirmed he would order a probe within the week.

“Makakaasa po kayo, aaksyunan natin ‘yan,” Nepomuceno said.

He added that since the bureau will look into the Discayas’ private residence, a court order is required, unlike the usual letter of authority used for operations in commercial establishments and warehouses.

In September 2024, the Discayas were featured in interviews about their rags-to-riches story, showcasing their collection of 40 high-end cars.

The contractor-couple are reportedly linked to Alpha & Omega Gen. Contractor & Development Corp., one of 15 companies named by President Ferdinand Marcos Jr. as cornering most of the country’s flood control funds.

Sarah Discaya also ran for Pasig mayor in the 2025 midterm elections against incumbent Vico Sotto, but lost.
