Discaya tells Bato: DPWH flood control projects involvement started in 2016

Cezarah “Sarah” Rowena Discaya clarified before the Senate Blue Ribbon Committee on Sept. 1 that her family began handling flood control projects in 2016, at the start of former President Rodrigo Duterte’s administration.

She backpedaled from her earlier claim that she earned her first billion pesos from a single DPWH project.

Discaya said the viral interview was “spliced” and stressed that her family has been in the construction business for 23 years.

Sen. Erwin Tulfo questioned her about her family’s ownership of multiple construction firms.

She said she is “directly involved” only with Alpha & Omega General Contractor & Development Corp.

Sen. Risa Hontiveros contradicted her, saying Discaya owns nine companies.

Sarah Discaya later confirmed that her family owns nine construction firms.

She said they have completed around 400 projects with the DPWH since 2012, participating in many biddings beyond just flood control projects.

Lawmakers also scrutinized her luxury car collection in which she told the committee they own 28 luxury vehicles, all locally purchased.

This contradicted her earlier vlog claim of about 40 cars, some of which were imported.

Sen. Jinggoy Estrada pressed Discaya to disclose DPWH contacts who may have helped secure 

contracts, but she admitted to knowing district engineers in Laguna and Bulacan in which she did not provide names.

Alpha & Omega General Contractor & Development Corp., run by the Discaya family, is one of 15 firms flagged by President Ferdinand Marcos Jr. for cornering most of the country’s flood control projects.
