MISLEADING: Davao Region has no flood control allocation in 2027 budget

A Facebook post presents a question from ACT Teachers Rep. Antonio Tinio regarding the apparent lack of flood control budget in Davao Region (Region XI) for 2027.

CLAIM: 

Rep. Tinio questioned why the entire Davao Region was not allocated funds under the P107.4 billion Department of Public Works and Highways (DPWH) flood control budget for 2027.

RATING: MISLEADING

CONCLUSION:

The question and context are accurate, but DPWH Secretary Vince Dizon clarified that Davao Region has a P2.024 billion allocation for flood mitigation projects.


THE FACTS:

  • During a congressional hearing, Rep. Tinio questioned Acting Budget Secretary Kim de Leon regarding the alleged lack of allocation to 84 of the country’s 197 district engineering offices, including all offices in the Davao Region.
  • Acting Secretary de Leon deferred the question to the DPWH for comment. 
  • Davao Region’s allocation funds the construction and maintenance of projects related to the Mindanao River Basin program.

THE BOTTOM LINE: 

Public transparency requires the active participation of both lawmakers and executive officials in the budget deliberation process.
