SK officials granted civil service eligibility after three years

Elected and appointed Sangguniang Kabataan Officials (SKOs) are now entitled to civil service eligibility after three years in office, announced by the Civil Service Commission (CSC) on Oct. 4.

SKOs can now be considered for first level positions in the career service under the implementation of the CSC Resolution 2500752, or the Rules Governing the Grant of Eligibility to SKOs, the positions are except those covered by board laws or those requiring special eligibility.

“This privilege, granted exclusively to duly elected and appointed SKOs, recognizes the vital role of the youth in nation-building and affirms their contributions to public service,” said CSC Chairperson Atty. Marilyn Yap.

Eligibility is applied to SKOs who have assumed office after the effectivity of Republic Act No. 11768, also known as the Sangguniang Kabataan Reform Act of 2015 which took effect on June 2022, SKOs who served the 2018 to 2022 term shall be entitled to eligibility if they completed their full term in office.

“Through the SKOE, we empower young leaders to pursue careers in government and continue their service to the Filipino people.” added the chairperson.

The coverage includes the Katipunan ng Kabataan members, such as SK secretaries and treasurers that were appointed by their respective SK chairperson without majority opposition after the law’s effectiveness.

The CSC clarified that SK chairpersons are covered under the Barangay Official Eligibility (BOE), not the SKO Eligibility in accordance to Batas Pambansa Blg. 337, as repealed by Republic Act No. 7160 or the Local Government Code of 1991. 

SKOs may apply through any CSC Regional Office or Field Office nearest their current residence or place of work, where SKO Eligibility certificates will be released, if granted.

The grant aims to give youth leaders to pursue public service for the country.
