Where will the minority go?

Under the new leadership of Senate President Alan Peter Cayetano, the Senate underwent a reorganization: calculated, timed, and less indicative of legislative efficiency than pigeonholing.

By stripping key chairmanships from those now in the minority, the Cayetano-led majority has established a chamber transfigured in loyalty to the Duterte-Cayetano alliance. The reshuffling of permanent committees is a systematic dismantling of an organized opposition’s oversight capabilities. 

In particular, Sen. Bong Go has assumed the chairmanship of the Committee on Health and Demography, replacing Sen. Risa Hontiveros. Replacing a staunch critic with one of the Vice President’s closest allies on a committee vital for social welfare is a transparent move to blunt scrutiny. Secondly, Sen. Rodante Marcoleta, known for his aggressive stance against traditional media and independent institutions, now holds the reins over public utilities and franchises, replacing Sen. Raffy Tulfo on the Committee on Public Services. Sen. Jinggoy Estrada takes over from Sen. Loren Legarda in the Committee on National Defense.

These changes are not about expertise but about creating bargaining chips to reward the 13 senators who secured the leadership coup and to ensure that no independent senators defect back to the Sotto camp.

Despite this, with an 11-member roster, the minority is already positioning itself as a wildcard. Led by former Senate President Tito Sotto, the bloc has been bolstered by heavyweights like Migz Zubiri and JV Ejercito, who moved from independence to formal opposition. Their unified stance was on full display today, Monday, May 18 2026, with media outlets reporting a strategic huddle in Sen. Sotto’s office just before the Senate convened as an impeachment trial court.

With the Senate operating on a thin 13-11 margin, the minority holds significant leverage in a chamber that thrives on consensus. They have already signaled that they will be demanding a trial based on hard evidence rather than political drama. 

What is the cost then? A strong possibility is the paralysis of the legislative agenda. Both blocs have a preponderant hold to influence key formal decisions: With the sine die adjournment looming on June 14, 2026, priority bills are being sacrificed at the helm of the impeachment trial. The Senate is now bottlenecking into a brutal balancing act between trying a Vice President and keeping the country’s basic legislative gears turning.

If the goal of the reorganization was to stabilize the chamber, it has failed. Instead, it has created a volatile, polarized court where the pursuit of justice for the Vice President will be constantly overshadowed by partisanship.
