President Ferdinand Marcos Jr. said on August 15 that the government is set to intensify its efforts to boost maritime education and opportunities for aspiring Filipino seafarers.
In his keynote speech during the commencement exercises of the Philippine Merchant Marine Academy (PMMA), Marcos affirmed the government’s commitment to raising the standards of the maritime industry and its global competitiveness.
“Each path is different, but you carry the same compass guiding you towards excellence and service. The seas are rife with danger. It will test you, it will push you to your limits, but above all, it will shape you into the mariner that you are meant to be,” Marcos said.
“I believe your safe arrival at your destination is a triumph for yourself and for the people that you serve. Kaya naman tinitiyak ng pamahalaan na mas matibay at mas mataas ang antas ng pagsasanay ng ating bansa,” he added.
Marcos said there will be a National Merchant Marine Aptitude Test (NaMMAT) to assess the readiness of applicants to undertake a maritime education program.
The NaMMAT includes two assessments that measure the candidates’ aptitude for seafaring, their determination to complete the program, and their academic proficiency in English, Science, Mathematics, and Abstract Reasoning.
Marcos also said that the Maritime Industry Authority (MARINA) is finalizing the Ladderized Maritime Education and Training Program to transition maritime courses from non-degree programs to full maritime degrees.
“The government is ensuring a stronger and higher-level skills training in the country,” Marcos said.
“The Maritime Industry Authority is doing various means to increase opportunities for onboard training,” he added.
Marcos was the guest of honor and speaker at the commencement exercises of the PMMA’s Kadaligtan Class of 2025 in San Narciso, Zambales.
The Kadaligtan Class, or “Kawal ng Dalampasigan, Liwanag ng Karagatan,” comprises 252 midshipmen, with 144 graduates of Bachelor of Science (BS) in Marine Transportation (deck officers) and 108 graduates of BS in Marine Engineering (engine officers).
Established in 1820, the PMMA is the pioneer institution in maritime education in the Philippines, supported by government funds with the help of the shipping industry.
