PBBM notes the start of PH virology, vaccine institute in SONA 2026

During the fifth State of the Nation Address (SONA), President Ferdinand “Bongbong” Marcos Jr. announced that  planning and structuring are underway for the country’s first Virology and Vaccine Institute.

Enacted as Republic Act No. 12290, the Virology and Vaccine Institute of the Philippines (VIP) established a specialized national research center under the Department of Science and Technology (DOST), this will drive research and development on viruses, pathogens, and vaccine development.

The law was signed last September 12, 2025 and designates the institute to build partnerships with both local and international research institutes.

Additionally, the institute is said to carry out discovery programs in the fields of virology, molecular biology, and bioinformatics.

Furthermore, the government  will invest in advanced infrastructure in virology such as high-containment facilities, biobanks, and genome laboratories as well as the training and assistance of experts and research communities.

First conceptualized at the height of COVID-19 pandemic, the VIP is  viewed to be a landmark project on the Philippines’ progression to enhance the country’s response to future pandemics and public health threats as well as further innovation in science and technology.

Moving forward, the facility aims to strengthen the country’s health security, evidence-based policies, and prepare the Philippines against future public health emergencies.
